BISP Fingerprint Issue Solution – Use Non-BVS System

There is a special method by BISP for people like you.

It is called Non-BVS method.

BVS = Biometric Verification System (fingerprint method)
Non-BVS = Payment without fingerprint (with witness)

With this method, you can get your stuck payment even if your fingerprint is not working.

You will need:

Your own CNIC
One witness from your family (with CNIC)
A simple Non-BVS request form (explained below)

How to Apply for BISP Payment Without Fingerprint

Follow these steps exactly. It will help you get your payment without any confusion.

Step 1: Go to Your Nearest BISP Office (Not Payment Center)

Go to the main BISP tehsil office, not the shop or retailer
Ask the gatekeeper or reception: “Mujhe Non-BVS form lena hai”
Ask to meet the Assistant Director

Step 2: Explain Your Problem Clearly

You: Assalamualaikum, madam. Mera fingerprint kahin bhi match nahi ho raha. NADRA aur e-Sahulat dono try kiye hain. Meri payment ruk gayi hai.

Staff: Aap Non-BVS form le lijiye. Kya aapke saath koi family witness hai?

You: Ji, mera beta mere saath hai. Uska CNIC bhi hai.

Staff: Theek hai. Form bhar ke de dein. 7–10 din ke andar aapko call aa jaayegi.

They will understand and give you the Non-BVS form.

Step 3: Take a Family Witness with Valid CNIC

Your witness can be:

Husband (if alive)
Adult son (18+ years)
Adult daughter (in some cases)
Brother or other close relative (if needed)

He/She must have valid CNIC. Must come with you to the BISP office

Step 4: Fill and Submit the Non-BVS Form

Write your full name, CNIC number, mobile number, address, and missed month(s).
In the “Reason” section, write your issue.
Your witness will write their name, CNIC number, mobile number, and relation with you (e.g. husband, son).
Put your signature or thumbprint at the bottom.
Witness must also sign or thumbprint.
Attach copies of both CNICs (yours + witness).
Submit the form to the BISP Assistant Director.

Step 5: Get a Token or Submission Receipt

Always ask for a token or proof of submission
Note the date and name of officer (if possible)

Step 6: Wait 5 to 10 Days for Approval

The office will check and verify your request
If accepted, they will send you SMS or call you

Step 7: Go and Collect Your Stuck Payment

Take your CNIC and go to the center
You will receive the full payment that was stuck
